The Groundbreaking Ceremony, which was held in Tripoli on August 20, 2023, was attended by Prime Minister Abdulhamid Dibeybe, GECOL Chairman of the Board Muhammed el-Meşay, Çalık Enerji Chairman of the Board Ahmet Çalık and Turkish Ambassador to Tripoli Kenan Yılmaz.

Çalık Enerji had previously built the Al-Hums Simple Cycle Power Plant 100 km east of Tripoli, the Capital of Libya, and the 550 MW project was completed in December 2016.
